The Performance Management Framework (PMF)

Alignment Part III - Measures

A seven-tier performance management framework (PMF) integrates the business planning and service provider measurement systems to provide a holistic view of organizational performance.

Some of the measures are primarily visible to the business or customer audiences, and others primarily visible to the service provider audience.  The extent to which a measure is visible to any audience is governed by local policy decisions mutually agreed between the involved parties.

The seven tiers of measures are: 

    • Key Result Areas (KRA)
    • Key Performance Indicators (KPI)
    • Key Performance Targets (KPT)
    • Vital Mission Activity (VMA)
    • Service Level Objectives (SLO)
    • Service Level Indicators (SLI)
    • Service Infrastructure Events (SIE)
